We Do Not Live Forever - Riga City Council Will Re-sign Indefinite Lease Agreements

The Housing and Environment Committee of the Riga City Council supported the termination of indefinite lease agreements for municipal apartments and the conclusion of new ones for five years.

Today, the committee reviewed new rules for concluding municipal lease agreements for residential premises. They establish the procedure and conditions for leasing premises subject to expropriation, as well as the duration of the agreements.

The rules apply to residential premises leased before the start of the privatization of houses on July 25, 1995. In total, this includes approximately 3,500 apartments, which, according to the law on the expropriation of public property, their tenants can still acquire ownership of.

Previously, indefinite lease agreements were concluded with tenants with a prohibition on subleasing the residential premises.

The rules establish obligations for the tenant regarding the maintenance of the residential premises, conducting current repairs at their own expense, installing meters, concluding a civil liability insurance contract, and others.

Lease agreements are planned to be concluded for five years. In case of payment arrears exceeding two months, the contract term is reduced to six months, and in the case of unauthorized construction, to one year.

It was previously reported that a new procedure for paying rent for municipal apartments has been developed in Riga: starting from May next year, the municipality will begin collecting rent, which was not done before.
