The possibility of stripping Ukrainian men of conscription age of their asylum rights is being discussed in the EU.
Against the backdrop of changes for Ukrainian refugees being prepared in the European Union, EU member states are discussing options for restrictions on Ukrainian men of conscription age who have left for the EU. This was stated in an interview with DW by the EU Special Representative for Ukrainian Affairs Ilva Johansson.
"It doesn’t seem entirely logical that many conscripted men, who are not allowed to leave Ukraine, can cross the border – possibly even illegally – and immediately receive temporary protection," said Ilva Johansson.
She called this a "controversial signal that Europe is sending to Ukraine." At the same time, Johansson reminded of the military support that Europe provides to Ukraine in its fight against Russia.
She supported the implementation of certain exceptions regarding refugee status. However, she noted that discussions on this topic are still ongoing, and no consensus has been reached regarding the final options for restrictions. She also stated that if any restrictions are introduced, they will be "very minor."
Additionally, DW's correspondent clarified that the status of temporary protection for Ukrainian refugees will continue with some amendments. Among them are restrictions for men of mobilization age, but not only that. Restrictions may also affect newly arrived refugees and Ukrainians who are registered in so-called "safe" regions.
Changes in the Status of Ukrainian Refugees in the EU After 2027
It is worth noting that according to European Commission spokesperson Markus Lammerth, the changes could affect millions of Ukrainian citizens in the EU. Consultations have been ongoing since March but are currently at an intermediate stage.
According to media reports, the European Commission is considering various scenarios after the expiration of the mechanism in March 2027. Possible options include either another extension of temporary protection or its complete cancellation.
It has also become known what changes Ireland is proposing. The government is advocating a mechanism for the voluntary return of Ukrainians to their homeland, which will be supported by certain payments for reintegration and housing recovery. At the same time, the financial assistance provided to Ukrainians living in Ireland will be reduced.
