Should ministerial portfolios temporarily be handed over... to senior officials?!

As is known, the resigned Silin government continues to work until a new government is approved. Independent Saeima deputy Didzis Šmits shared an unexpected innovation today on the social network X:

"Acting ministers should be appointed from among the state secretaries of the ministries until the elections of the next Saeima (and the formation of a new government). They know the sector, do not compete in elections, already bear full responsibility for the work of the ministries, and certainly do not want to end up in prison. Under the leadership of an energetic prime minister, it is possible to make more sensible decisions than in two Saeima terms combined! Moreover, let the Saeima try to reject such a proposal while simultaneously saying that Silin must continue what has been started..."

The proposal is interesting, but will the state secretaries want to make political decisions? After all, a minister is not a bureaucrat, but a political leader of a particular sector.
