The meeting of the working body of the capital's city hall, chaired by deputy Aliya Turlaia ("Progressives"), turned out to be somewhat tense. The agenda included the question – what to do with the promenade on Mukusalas Street that has become the center of a public scandal. Call the builders to account? Enclose it with a forbidden tape?
Is everything lost or will it resolve itself?
Ansis Pupols from the National Alliance expressed strong conviction that pedestrians and passing residents in Riga are not threatened on the promenade. For his part, Arthur Klebahs from the Sovereign Power/Young Latvians repeatedly insisted that irreparable harm could happen at any moment.
In the end, it was decided to hand everything over to experts and the executing company, and to meet again in a week...
Meanwhile, as the official position of the Riga City Council indicates, the Mukusalas promenade was put into operation on December 22, 2025, and already at the stage of transferring the facility, the municipality identified a number of defects, for the elimination of which a corresponding act was prepared – and an agreement was concluded with the construction contractor for their "elimination within a specified period after the resumption of the construction season."
"The parties involved in the construction process, having assessed the identified defects, concluded that they do not affect the safe operation of the facility. The elimination of defects before the facility was put into operation proved impossible due to unsuitable weather conditions."
That is, gathering under heavy snowfall – and ceremoniously cutting the ribbon, we can do that, that’s normal. But to do something "on the ground" – we have to wait.
Riga City Council assessed the risks for residents
"According to the contract," the municipality stated, "a 5-year warranty period is established for construction work, providing for the elimination of deficiencies and defects that arose during construction... To ensure the fulfillment of these obligations, the municipality received a warranty policy from the contractor, issued by a bank...
Due to the inclination of the fencing sections towards the Daugava River and erosion of the joint material, it should be noted that the construction project was carried out in phases: in the first phase, the shore reinforcements on the section between the Railway Bridge and the Stone Bridge were completely rebuilt, while the existing shore reinforcement structures on the section from the Railway Bridge to the Mukusalas ring road were not rebuilt... At this stage, the project did not provide for the reconstruction of coastal structures from the water side. Currently, no signs indicating risks in the operation of the facility have been identified."
At the committee meeting, a rhetorical question was raised – will the repair of the Cable-Stayed Bridge be conducted in the same manner?
