Starting this year, allowances for diplomats and military personnel in risk zones have been increased

Starting this year, amendments to the Law on the Remuneration of Officials and Employees of State and Municipal Institutions come into force, which provide for an increase in allowances for diplomats and military personnel in risk zones.

The changes provide for an increase in allowances for officials of the diplomatic and consular service (employees), as well as military personnel who are at risk of military actions, violence, unrest, or natural disasters at their place of service, and also improve the regulation that provides for the conditions for compensating travel expenses for officials performing official (work) duties abroad.

The amendments also provide for severance pay for executive directors leaving their positions due to the expiration of their terms.

The aim of the amendments is to clarify the provisions of the Law on the Remuneration of Officials and Employees of State and Municipal Institutions, in order to eliminate discrepancies in the application of the norms when determining the salaries of medical workers and to strengthen the primary function of the Emergency Medical Service (EMS) and its readiness for urgent and emergency crisis situations.

The changes improve the regulation defining the remuneration due to military personnel and soldiers and the conditions for its provision.

As stated in the annotation to the amendments, they are necessary to ensure legal clarity in connection with the reorganization of the State Tax Service and the establishment of the Tax and Customs Police starting January 1, 2026.

The law excludes a provision that allows officials with special ranks participating in projects funded or co-funded by European Union policy instruments or other foreign financial assistance to receive payment for overtime work if the payment is made from the financial resources allocated for the implementation of these projects.

The changes expand the types of retained remuneration for law enforcement officials who are pursuing education and have ceased to perform their official duties. This also means that in the future, the health of NMPD employees participating in providing emergency medical care will be insured.

The Ministry of Health informed the LETA agency that the issue of medical insurance for NMPD employees has been discussed repeatedly before. With the approval of the amendments to the law, the NMPD will be required to insure the health of these employees, considering the real threat to life or health they face while performing their official duties.

The state has allocated 2.1 million euros annually for the medical insurance of NMPD employees.
