According to the subjective assessment of respondents, 17% identified themselves as belonging to marginalized groups – based on language, ethnic or national affiliation, age, income, disability, or political views. Experts believe that "in Latvia, prejudice and negative attitudes are relatively often directed against homosexuals, Muslims, Roma, immigrants, and guest workers."

Regarding the aforementioned categories, researchers advise:

"To reduce intolerance, it is necessary to conduct educational campaigns, strengthen the police's capacity to identify and investigate hate crimes, and provide stable support to NGOs (non-governmental organizations) that offer anti-discrimination initiatives."

As for the ethnic aspect... "In relation to the widespread discriminatory narrative among Russians in Latvia, systematic explanatory communication and exposure of propaganda messages are significant."

In other words, the fight should not be against discrimination based on nationality, but against the propagandists who talk about this discrimination. And then everything will be fine?

All of this was demonstrated by a state-funded research project titled "Vectors of Social Cohesion: From Cohesion Around the National State (2012-2018) to a Cohesive Community of Citizens for the Sake of the State, Society, and Individual Security (2024-2025)" – which was recently presented in parliament.
