The municipal police of Riga no longer check whether parked cars in the courtyards have permission to be in that area, reported the Riga Housing Management (Rīgas namu pārvaldnieks, RNP).

Previously, the police checked whether a valid parking permit issued by RNP was displayed in the car's window. As of March 31, the police no longer pay attention to permits displayed in the window, but instead check whether information about a specific vehicle's state registration number was submitted in advance.

The changes developed by the Ministry of Transport were approved by the Cabinet of Ministers on March 24 and came into effect on March 31 without a transition period, so the managing organization did not have enough time to prepare and transmit the necessary information to the police.

Currently, Rīgas namu pārvaldnieks is gradually providing the municipal police with lists of registration numbers for those buildings where residents have decided that cars may only be in the courtyard if they have permits.

In most buildings where parking regulation has been decided, two permits are provided per apartment — a permanent one for a specific vehicle with a registered number plate and one 'guest permit' for another vehicle regardless of its number.

At the moment, 'guest permits' are invalid, as the new rules stipulate that the police only consider specific vehicle registration numbers.

It should be noted that residents of Riga paid their money for these 'guest permits'.

And finally, if fined, there is no need to complain about the police. One should be upset with the neighbors: the municipal police check parked cars in the courtyards exclusively upon residents' calls, not on their own initiative.
