The transition to electronic referrals is proceeding smoothly and according to plan, said Zane Gorshkova, a representative of the Latvian Centre for Digital Health (LCCZ).

To ensure that the process is as smooth as possible for all parties involved and to maintain continuity of services, users are provided with a variety of ways to issue electronic referrals, for example, electronic referrals of both old and new formats can be issued on the electronic health portal or in the local information systems of healthcare institutions.

While the local information systems of healthcare institutions have not completed integration, that is, the alignment of systems to ensure the sending and receiving of data about new electronic referrals from the electronic health system, old format electronic referrals are also being used.

The statistics available to the LCCZ for the last 24 hours show that 14,500 electronic referrals were issued in old systems - local - or in the old module of the electronic health system. In turn, 5,500 new electronic referrals were issued directly on the e-veselība portal.

Another 746 new format electronic referrals were issued in already integrated information systems of private service providers.

The LCCZ notes that the activity of issuing electronic referrals in integrated systems has increased sixfold compared to the average daily number of electronic referrals issued in integrated systems in April.

Today, the LCCZ also does not observe increased activity from e-veselība users: today the LCCZ received two applications and three emails to the Support Service and about ten calls from users.

The questions mainly concerned the new functionality of electronic referrals - issuing dynamic referrals. Other topics were related to the issuance and processing of electronic referrals, including, for example, a question was received about how a physician's assistant or resident can issue an electronic referral and how to change the status of electronic referrals in the system.

As reported, today the transition period established for the implementation of new electronic referrals has ended, and henceforth all referrals to medical specialists must be issued electronically. Healthcare workers must issue them on the electronic health system portal eveseliba.gov.lv or in the local information systems used by healthcare institutions that transmit data to the electronic health system.

The LCCZ explains that previously issued paper referrals can still be used; however, for a resident with such a referral to receive a state-paid service, the referral must be digitized, that is, manually entered into the electronic health system. This can be done by the staff of the registration office of any healthcare institution.

All electronic referrals for patients are stored on the e-veselība portal. After authentication, they can be found in the "E-nosūtījumi" section and printed.
