Control Tightens: Three New Average Speed Sections with Radars Open Today on the Highway

Today, three new average speed control sections on the Tallinn and Liepaja highways begin operation in Latvia, the LETA agency was informed by the State Joint Stock Company "Latvijas valsts ceļi" (LVC).

Average speed control will be implemented on the Tallinn Highway (A1) from Vitrupes to Svetciems, and on the Liepaja Highway (A9) from the 10th kilometer to Kaga and from Blidene to Brocena.

On these sections, the equipment will monitor average speed, the presence of mandatory civil liability insurance for vehicle owners (OCTA), passing technical inspections, and payment of road tolls.

This year, a total of 17 new average speed control sections are planned to be introduced on state highways.

From March to May, average speed control will be introduced on another 14 sections.

In particular, average speed control will be implemented on the Vidzeme Highway (A2) on the section from Krasta Street in Ieriki to the P20 road, that is, the turn to Cesis, and from Berkrags to the Smiltene ring, as well as on the Valmiera Highway (A3) on the section from Stalbe to Rubene and on the Daugavpils Highway (A6) on the section from Dzelme to Uplejas.

Average speed control will also be introduced on the Liepaja Highway (A9) on the section from Apšupe to Tiltiņi, on the Ventspils Highway (A10) on the section between the roundabouts at Tukums, as well as on the Riga Ring Road Baltezers–Saulkalne (A4) on the sections from the intersection with the Riga–Ergli road (P4) to the bridge over the Little Jugla and from the intersection with the Riga Ring Road Salaspils–Babite (P5) to the overpass over the Daugavpils Highway (A6), as well as on the Riga Ring Road Salaspils–Babite (A5) on the section behind the Misa Canal to the Virši gas station.

Average speed control will be implemented on the Tinuži–Koknese road (P80) on the section from Tinuži to Ziedini and from the two-level interchange with the Augšligatne–Skrīveri road (P32) to the roundabout at Koknese. Average speed control will also be introduced on the main state highway Jekabpils–Rezekne–Ludza–border with Russia (A12) on the section from Varakļāni to Kristceļi and from Greiškāni to the 108th kilometer of the A12 road, as well as on the Sloka–Talsi road (P128) on the section from Ragaciems to Klapkalnciems.

The control equipment is being installed by LLC "Reck" for a total amount of 1.99 million euros. This amount includes the supply and installation of equipment for monitoring the average speed of vehicles, as well as maintenance of the equipment and system for five years. The work is financed from the funds of the Latvian Bureau of Motor Vehicle Insurers (LTAB), allocated by the Road Traffic Safety Council.

Currently, there are 16 average speed control sections operating on the state road network, which were selected based on traffic accident statistics over the past three years, as well as the overall traffic intensity, share of freight transport, and traffic organization, including overtaking bans.

LVC explained that average speed control in Latvia is being introduced to enhance road safety. Data shows that the most common type of serious traffic accidents are collisions, caused by incorrect decisions made by drivers and risky maneuvers, the consequences of which are exacerbated by high speeds. The experience of existing average speed control sections in Latvia shows that the number of traffic accidents on them is decreasing.

The average speed control system is an automatic traffic monitoring system that calculates the average speed of a vehicle based on the time taken to travel a specific section of the road. Equipment is installed at the beginning and end of the section, recording the time of entry and exit of the vehicle and calculating the average speed of passage. If the average speed recorded by the system exceeds the maximum allowed on that section, the vehicle owner will receive a violation report.

According to information from "Firmas.lv", Reck's turnover in 2024 was 29.651 million euros, and profit was 1.218 million euros. The company was registered in 2000, with a share capital of 7,100 euros. In Reck's capital, 40% belongs to LLC "Topos L", wholly owned by Janis Kols, 35% to JSC "A.C.B.", and 25% to LLC "GK2V In", wholly owned by Viesturs Kagis.
