The Supreme Court (SC) refused to initiate cassation proceedings in December 2025 regarding the annulment of the construction permit for the former building of the restaurant "36. līnija" in Jūrmala. As a result, the building is subject to demolition, the LETA agency found out.
The restaurant "36. līnija", included in the Michelin Selected Restaurants guide, is no longer located in this building by the sea in the Ragakapa Nature Park and has been operating in another location in Jūrmala since 2020 — on the seaside in Dubulti.
Arturs Priede filed a lawsuit demanding the annulment of the decision of the Jūrmala City Construction Board dated March 23, 2018, and to compel the council to issue an administrative act for the cessation of operation and demolition of the restaurant building. The company Lauris Restaurant Service, which managed the restaurant at that time, participated in the case as a third party.
According to the decision of the Jūrmala Construction Board dated March 23, 2018, the building inspector, upon inspecting the property owned by Lauris Restaurant Service, found that unauthorized construction work had been carried out — a covered open terrace and modular structures had been added to the building, combined into a single construction volume.
The Construction Board ruled to obligate the enterprise to eliminate the consequences of the unauthorized construction, providing two possible options: either submit the necessary documents to the Construction Board for placing a seasonal café on the relevant land plot or demolish the disputed structure.
On May 20, 2020, the Administrative District Court granted Priede's request to annul the Construction Board's decision of March 23, 2018, and compelled the council to issue an administrative act for the demolition of the building.
Later, a cassation appeal was filed with the Supreme Court by the Jūrmala City Council, which was joined by Lauris Restaurant Service.
The Supreme Court assessed the arguments of the cassation appeal and found no doubts about the legality of the contested decision. The court refused to initiate cassation proceedings.
Thus, the court's decision to demolish the building has entered into legal force.
According to information from Firmas.lv, the shares of Lauris Restaurant Service are owned by Lauris Aleksejevs (29.97%), Janis Karklins (20.03%), and LLC Apetite36 (50%), whose owners are Aleksejevs (80%) and Karklins (20%).
Currently, the restaurant "36. līnija" in Dubulti is serviced by the company Apetite36.
