On Thursday, the Ministry of Foreign Affairs will submit a proposal to the government to open embassies in Armenia (Yerevan), Azerbaijan (Baku), Brazil (Brasília), Kenya (Nairobi), and Moldova (Chișinău).
The total amount of permanent expenses related to the opening of embassies will be about 1.32 million euros per year. In the first year, one-time expenses for construction work and transportation acquisition will be added. The necessary budget funds are accounted for in the state budget strategy (RES) for 2026–2029 and in the state budget law for 2026.
Currently, Estonia's interests in Armenia are represented by an ambassador who is based in Tbilisi (Georgia). Estonia maintains relations with Azerbaijan mainly through its ambassador in Turkey, while in Baku, the Estonian diplomat works in the Latvian embassy building.
The Estonian ambassador in Brazil is currently in Lisbon. The Estonian embassy operated in Brazil from 2014 to 2016 but was closed during a reorganization caused by a lack of resources.
The Estonian ambassador accredited to Kenya is currently in Tallinn. After the embassy opens, he will also be accredited to the United Nations Environment Programme (UNEP) in Nairobi and to the East African Community located in Tanzania.
The Estonian ambassador in Moldova is based in Bucharest, while an Estonian diplomat works in Chișinău.
