The Union of Greens and Farmers calls on the parties of the government coalition to consider introducing compensation for individuals for material damage arising from incidents in the field of security, hybrid threats, or military incidents.
As emphasized by the Union of Greens and Farmers, this issue has become particularly relevant due to incidents involving drones in the regions along the eastern border.
Currently, if a state of emergency has not been declared and the actions of government institutions are not unlawful, there is no mechanism for compensating damage in such cases. The Union cites an incident that occurred in early May in Rezekne, where a fallen drone caused significant damage to a private individual, but compensation is not possible.
The Union proposes amendments to the law "On Emergency Situations and Exceptional Situations," providing for a compensation mechanism both during emergencies and in cases where such a situation is not formally declared, but the threat can be equated to it.
The Union believes that such amendments would ensure a fair balance between public interests and the protection of private property rights, as well as strengthen trust in government institutions.
