Starting in 2026, the amount of supplements for employees of state and local authorities will be reduced, the government ruled on Tuesday, January 13, public media report.
If until now supplements could reach 30% of the salary, now in most cases they will not exceed 20%. However, exceptions have been established that will not be affected by the reduction of bonuses. The decision was made to save budget funds and finance priorities in the field of security.
The State Chancellery indicated in the draft regulations that supplements are still used too widely in public administration - in about half of the cases, although the goal of the previous reform was to pay a higher base salary rather than regular bonuses.
The government has decided that in 2026, the amount of supplements in state and municipal institutions will be reduced by 10% - instead of the maximum 30%, only 20% will be awarded. They can be awarded to officials substituting for absent colleagues, performing additional duties, or making a significant contribution to achieving the institution's strategic goals. The ceiling for bonuses for prosecutors will also be reduced to 20%, including in cases where they replace others or are undergoing training for a higher position.
The total amount of bonuses per year cannot exceed 20% of the salary. At the same time, the regulations maintain a number of exceptions where the amount of bonuses can be higher, taking into account the specifics of the relevant positions and national security interests. For example, for medical workers substituting for absent colleagues or performing duties in a vacant position, bonuses can still reach up to 50% of the monthly salary.
Similar exceptions are provided for military personnel and employees of the Ministry of Internal Affairs, as well as employees of state security institutions, for whom the maximum bonus amount will be up to 30%, which remains at the previous level.
