Residents of apartment buildings in Latvia will soon have the opportunity to significantly save on electricity bills.
The Ministry of Climate and Energy (KEM) has developed a new support program that is expected to be approved by the government by the end of the current year. According to the program, the state will cover part of the expenses for apartment building owners for the installation of eco-friendly energy generation systems — for example, heat pumps, solar panels, and other devices.
There will be a competition
According to data from SKDS for September 2025, 35% of respondents living in apartment buildings expressed interest in installing solar panels with batteries on the roof of their building to reduce electricity costs for common needs (such as lighting stairwells and yard areas).
The developed support program is currently in the inter-agency coordination stage, during which opinions from stakeholders have been received, and KEM is currently reviewing them. The program is expected to be approved by the Cabinet of Ministers by the end of the current year.
The total available funding will amount to €26.8 million, which will be provided under the Modernization Fund. After the program is approved by the government, an open competition for project applications is planned to be announced within a month. During the competition, interested parties will be invited to submit applications for funding by preparing a project proposal and submitting it to the Vides investīciju fonds. Funding will be provided in the form of grants.
Authorized representatives of apartment building owners, including managers or administrators of buildings, apartment owner associations, as well as other interested parties — energy communities registered in the energy community registry, municipalities, state institutions, and their enterprises — will be able to apply for support.
As a rule, energy communities consist of several participants, which can be both individuals and small or medium-sized enterprises, with no limit on their number. Participants unite in an energy community for the joint production, consumption, and storage of energy, usually from renewable sources.
Assistance - up to 70%
Support will be provided for the purchase of equipment for electricity and heat production — solar panels (including batteries), heat pumps, and solar collectors, as well as for the construction of the necessary infrastructure related to their operation and the preparation of technical documentation.
The amount of funding will depend on the type of applicant. The total funding for the purchase and installation of renewable energy technologies in apartment buildings will be €10 million, in state and municipal buildings — €7.6 million, and for energy communities — €9.2 million.
The intensity of support from the total eligible project costs will be up to 70% for apartment buildings and energy communities, 80% for state and municipal institutions. If the project falls under the category of state aid for commercial activities, the intensity of support will not exceed 65% of the eligible costs for the installation of equipment using renewable energy sources.
