In response to the lifting of restrictions on the participation of Belarusian athletes in international competitions, the Latvian Olympic Committee (LOC) has developed a strategic document titled 'Position and Recommendations for Participation in International Sports Movement.'

The recommendations emphasize that passive self-isolation or boycotts often serve the interests of aggressor states (Russia and Belarus) and deprive Latvian athletes of the opportunity to participate in international competitions and tournaments.

Therefore, the Latvian Olympic Committee (LOC) states that the new system is focused on a pragmatic policy of action aimed at supporting Latvian athletes and assisting them in difficult situations on the international stage, while striving for the highest achievements and simultaneously ensuring strict compliance with the criteria of 'neutrality' by representatives of aggressor states.

According to the LOC, Latvian athletes will purposefully strive for the highest results to prevent representatives of aggressor states from gaining international recognition, medals, and quotas.

Minors can now compete

A differentiated approach is also being introduced: in elite sports among adults, strict distance is maintained, and the normalization of international crimes is not allowed, while children's and youth competitions are viewed as a long-term tool for deradicalization, where the values of a democratic society and the rule of law intentionally reduce the influence of propaganda from authoritarian regimes.

The burden of political statements and institutional protests is completely lifted from minor athletes and remains the exclusive responsibility of the leaders of sports organizations and officials.

No communication, no filming, no hugging

Additionally, adult athletes are required to maintain strict distancing during ceremonies and in public spaces: adhering to physical distance at award ceremonies, refraining from joint photographs and video recordings, and avoiding joint press conferences or interviews with representatives of aggressor states.

Athletes are advised not to engage in discussions on social media, as well as not to share content from athletes from aggressor states and not to react to it.

Report to the appropriate authorities

As an important practical principle, the necessity of immediate documentation of violations has been established. In case of violations of the criteria for neutral status — for example, the use of hidden or open symbols — the organizers of the competitions and international federations should be informed without delay.

When considering complex incidents or situations of increased risk, especially related to the holding of international competitions in Latvia, the Executive Committee conducts close inter-agency cooperation, involving representatives from the Ministry of Foreign Affairs, state security services, and other competent experts.
