Ukrainian President Volodymyr Zelensky proposed European countries to conclude bilateral agreements on drones with Ukraine. According to him, Ukrainian combat experience and European manufacturing capabilities could significantly enhance Europe's security.

Ukrainian President Volodymyr Zelensky has proposed the creation of a network of bilateral agreements on drones between Ukraine and European countries.

He addressed this proposal to the participants of the Bucharest Nine summit.

According to Zelensky, modern wars are changing too rapidly, and mere technology is no longer sufficient — the key factor becomes the ability to quickly adapt to new threats.

"Real competence in using these systems is needed," emphasized the Ukrainian president.

He stated that Ukraine currently possesses unique practical experience in the use of drones, electronic warfare systems, and other modern military technologies in the context of a full-scale war.

Zelensky suggested combining this experience with Europe's industrial capabilities.

"I believe that we all need bilateral agreements on drones," he stated.

According to him, such agreements would allow for the integration of various defense elements of European countries and a quicker response to modern threats.

It is important to understand that Ukraine has effectively become one of the main platforms for the development of combat drones in the world. During the war, drone technologies are changing so rapidly that many solutions go from idea to application on the front lines in just a few weeks.

Zelensky noted that he has already proposed a drone agreement to the European Union, but believes that cooperation should develop not only through EU structures but also directly between individual states.

The President of Ukraine also mentioned the European SAFE program, which aims to strengthen the defense industry and rearm European countries.

In Kyiv's opinion, cooperation in the field of drones could become one of the key parts of the future European security system.

On May 11, Zelensky already reported that about 20 countries are working on drone agreements with Ukraine at various levels.

Against the backdrop of war, drones are becoming one of the main tools of modern armies — from reconnaissance and strikes on equipment to protection against air attacks and electronic warfare.
