"Every European country has an army, and the armies of 23 countries are also part of the NATO structure, so I cannot imagine that countries would create a separate European army," Kallas emphasized.
According to the head of EU diplomacy, the army must have a very clear chain of command so that "it is clear who gives orders to whom." She noted that creating a separate structure would only "cloud the picture."
