The Cabinet of Ministers of Ukraine approved a list of countries with which dual citizenship is allowed without mandatory renunciation of the Ukrainian passport. The corresponding resolution comes into force on January 16, 2026.
According to Ukrainian media, the simplified procedure applies to citizens of five countries:
Canada Germany Poland United States of America Czech Republic
Citizens of these countries will be able to obtain Ukrainian citizenship without renouncing their national passport, while Ukrainians who already have or plan to obtain citizenship of these countries will retain their Ukrainian citizenship.
The law on dual citizenship does not apply to citizens of aggressor states and countries that pose a threat to Ukraine's national security. This principle is directly enshrined in the law and is one of the key restrictions.
As reported by Ukrainian media, the list of partner countries is formed taking into account political support for Ukraine, sanctions policy against the Russian Federation, and the level of cooperation in security and migration.
Latvia is also a partner and friend of Ukraine, but it did not make the list. As explained by Ukrainian media, Canada, the USA, Germany, Poland, and the Czech Republic are countries with the largest Ukrainian diasporas, as well as key allies of Ukraine in military, humanitarian, and economic spheres.
According to open sources and migration statistics, it is in these countries that the largest number of Ukrainians live who have already obtained permanent status or citizenship; they work, pay taxes, and are integrated into society; at the same time, they want to maintain a legal connection with Ukraine.
