The Ministry of Culture (MK) has not yet disclosed how much the state's participation in the management of the Latgale Regional Concert Hall 'Gors' may cost, reports LETA.
Last week, the ministry presented an informational report to the government with possible solutions for stabilizing the concert hall's operations. The document considers two options: to maintain the current management model or to involve the state in the management of the hall together with the local government.
The report has restricted access status, as it contains data from an audit conducted by the Rezekne local government, the ministry explained. At the same time, the draft protocol decision of the Cabinet of Ministers indicates that the government may support the second option — to continue negotiations on transferring the concert hall to state ownership and the state's participation in the capital company LLC 'Eastern Latvia Concert Hall' (Austrumlatvijas koncertzāle), ensuring decisive influence for the state if the local government makes the necessary decisions.
If the government supports this scenario, the Ministry of Finance will need to find additional funding for its implementation. The Ministry of Culture has already expressed its readiness to invest 75% of the authorized capital to ensure decisive influence for the state in the company. However, potential expenses are not yet disclosed — they will be known after the government's decision is made.
As previously reported, in February, the local government intends to consider the ministry's proposals and its own options for the future of 'Gors'.
"The pace of consideration of the issue now depends on the justification provided by the Ministry of Culture," the local government stated when the ministry proposed only one option — state participation.
Meanwhile, on Friday, the local government canceled the meeting of the working group on the future of the concert hall for the second time. The advisor to the chairman of the council explained that a significant number of participants could not attend due to health reasons, so the meeting was canceled.
The previous meeting was canceled due to a conflict with the budget approval.
After conducting a functional audit of LLC 'Eastern Latvia Concert Hall', the Rezekne local government stated that it is considering the possibility of transforming 'Gors' into an institution or choosing another management form. The mayor of Rezekne previously informed the media that two scenarios are being considered — amending the delegation agreement with the LLC or transforming the company into an institution.
On December 30 of last year, the local government also decided to dismiss the director of 'Gors', Diana Zirnina. The local government stated that both the company and the local government, under current financial conditions, require management with a more pronounced focus on financial control, budget planning, risk management, and decision-making based on business analytics to ensure the long-term existence of 'Gors', high artistic quality of events, and accessibility of cultural services for residents and guests of Rezekne.
At the end of 2025, the government instructed the Ministry of Culture, in cooperation with the Ministry of Environmental Protection and Regional Development, as well as the Ministry of Economics, to negotiate with the Rezekne council regarding management options for the property at 4 Pils Street in Rezekne, where the Latgale Embassy 'Gors' is located, and the state's participation in ensuring the accessibility of professional art.
The informational report from the Ministry of Culture, which the government conceptually supported, points to a potential threat to the future of the concert hall.
The ministry emphasizes the risk to the accessibility of professional art in Latgale and notes that state, local government, and European Union funds were invested in the creation of 'Gors'. The report states that ensuring cultural accessibility in Latgale is a long-term investment in the resilience of society.
According to data from 'Firmas.lv', the turnover of LLC Austrumlatvijas koncertzāle in 2024 was 891,763 euros, with losses of 19,002 euros. The owner of the concert hall is the Rezekne council.
