If the reconstruction of the Cable-Stayed Bridge does not begin soon in Riga, it will have to be closed in 2027, said Riga Mayor Viesturs Kleinbergs in an interview with Latvian Radio this morning, LETA reports.
The competition for the reconstruction of the Cable-Stayed Bridge is currently being contested, and the Procurement Monitoring Bureau must make a decision on the submitted complaint by January 12. Kleinbergs expressed hope that the procurement was "conducted professionally," so the complaint would be rejected, and a contract could be signed after the specified date to commence reconstruction work.
If the work does not begin soon, the bridge will be closed in 2027, the politician emphasized.
As reported, the reconstruction of the Cable-Stayed Bridge will cost 69.8 million euros, according to information published in the Electronic Procurement System. The winner of the procurement for reconstruction, design, and author supervision is the joint supplier group "Vanšu tilts," which includes LLC "Hanza Construction Group," LLC "Tilts," and LLC "Baltic Bureau of Design of Engineering Structures 'Vektors T.'"
The total length of the Cable-Stayed Bridge is 593.6 meters, and the height of the main pylon reaches 108.7 meters. The project includes updating the asphalt surface of the roadway and creating separated zones for pedestrians and cyclists. The width of the pedestrian sidewalks on one side of the bridge will be 1.7 meters, and on the other side, it will be 1.9 meters. The bridge railings will be restored to their previous height of 1.3 meters.
The project also includes the replacement of the stay cables. Their total weight will be 385.5 tons. New protective covers are planned to be installed on both existing and new cables with a total length of 3084 meters, ensuring long-term durability and protection from environmental impacts.
According to data from "Firmas.lv," the turnover of "Hanza Construction Group" in 2024 was 37,861,377 euros, with a profit of 9,404,114 euros. The owner of the company is Alexey Bakanov.
The turnover of the company "Tilts" last year reached 54,115,683 euros, with a profit of 3,733,369 euros. The owners are Artem and Sergey Gridnyev.
The company "Baltic Bureau of Design of Engineering Structures 'Vektors T,'" owned by Alexander Varavva, had a turnover of 708,624 euros in 2024, with a profit of 2,654 euros.
Two candidates participated in the competition for the reconstruction of the bridge. The consortium "Vanšu tilts" offered to carry out the work for 69,802,998 euros, while the consortium "BBVA," which includes LLC "Baltijas būve," LLC "Abora," the Latvian-Lithuanian joint venture LLC "Viadukts," and the general partnership "3A," offered a price of 70,327,026 euros.
The first competition for the reconstruction of the bridge, held last year, was canceled as it had only one candidate whose proposal exceeded the financial capabilities of the Riga City Council.
According to information available to the LETA agency, a bid of approximately 100 million euros was submitted in the first competition.
Considering the results of the first competition, the conditions of the open competition were revised and clarified to increase participant interest and ensure greater competition.
The reconstruction of the Cable-Stayed Bridge will be implemented using the "design and build" method, where one contractor performs both the design development and construction work, ensuring a unified approach, coordinated actions, and accountability throughout the execution of the contract.
In Riga, there are a total of 145 bridges, overpasses, and pedestrian tunnels. Some of them are already worn out, as evidenced by their appearance and technical indicators.
