Why Only Seven Municipalities Decided to Participate in the Rental Housing Program for Specialists

In the first lot, or the first procurement of the public-private partnership program "Rental Housing for Latvian Specialists," seven municipalities decided to participate, public media report.

Currently, all calculations have been completed, and the search for investors for housing construction in seven regions is beginning. The program provides for the construction of energy-efficient and affordable apartments for young specialists in sectors important to the state and municipalities, such as teachers, firefighters, police officers, military personnel, and municipal workers.

The implementation of the project has been entrusted to the State Real Estate Agency (VNĪ), which last year signed a memorandum of understanding for the construction of such housing in 13 cities in Latvia; however, at this time, only seven municipalities are participating in the first procurement. By 2030, it is planned to build about 1,500 affordable rental apartments in Gulbene, Cēsis, Daugavpils, Jēkabpils, Tukums, and Liepāja. Riga is also participating in the program, planning to build 732 apartments.

The Chairman of the Board of VNĪ, Renārs Grīškēvičs, noted that initially there was more interest in the program, but not all municipalities are ready to take on long-term commitments. It was also important that municipalities had land plots with a high degree of readiness and connected utilities.

"There is a lot of uncertainty in this program, as such initiatives have not been implemented in Latvia before. One of the main challenges was mobilizing all municipalities and participating parties to ensure that everyone had a common understanding of the program's goals and costs," Grīškēvičs said.

He noted that to date, financial and economic calculations have been approved, which means that maximum prices have been fixed, and during the procurement process, they cannot exceed the established limits, resulting in unpredictability, i.e., inflation, already being included in the construction cost calculations.
