40 million euros planned for support of the population of Ukraine in Latvia in 2026

Support measures for residents of Ukraine in Latvia are planned at 39.7 million euros in 2026, according to the support measures plan prepared by the Ministry of the Interior.

The annotation to the plan notes that support continues in accordance with the law on support for the population of Ukraine and the regulatory acts adopted on its basis.

The support system is implemented in accordance with the directive of the Council of the European Union and the decision of the EU Council, which extended the period of temporary protection until March 4, 2026.

The Ministry of the Interior notes that hostilities in Ukraine continue, attacks on the population and infrastructure are occurring throughout the country, and the risk of escalation of the armed conflict remains high. Therefore, for most recipients of temporary protection, safe return to Ukraine in 2025 is impossible.

The Council of Ministers of Justice and Home Affairs of the European Union agreed in June 2025 to extend the temporary protection regime until March 4, 2027.

As of November 1, 2025, there were 31,281 individuals registered with valid temporary protection status. The flow of Ukrainian refugees in 2025 remains moderate, with an average of 500 to 600 people registering each month. With funds from the state budget, 3,240 residents of Ukraine were accommodated in 2025.

Since the current plan is in effect until December 31, 2025, the annotation emphasizes that a new document is necessary to ensure continuity of support.

The plan outlines activities to be implemented by state institutions, local governments, non-governmental organizations, and businesses in ten areas: issuance of documents confirming residence and employment; provision of information; primary support; social assistance; financial support; access to education and healthcare; measures to promote employment; language training; cultural orientation and integration activities; as well as ensuring the rights and interests of unaccompanied minors.
