New average speed control sections will start operating in Latvia on Thursday

In Latvia, on Thursday, March 26, new average speed control sections will start operating on the Liepaja and Rezekne highways, the LETA agency was informed by the state-owned enterprise "Latvijas valsts ceļi", as reported by LETA.

Average speed control will begin on the Liepaja Highway (A9) on the section from Apšupe to Tilti, which is 17.6 kilometers long, as well as on the main state road Jekabpils–Rezekne–Ludza–Russia border (A12), or Rezekne Highway, from Varaklani to Kristceli (7.6 kilometers) and from Greiskani to the 108th kilometer of road A12 (1.8 kilometers).

On these sections, the equipment will monitor the average speed of vehicles, check for the presence of mandatory civil liability insurance for vehicle owners (OCTA), valid technical inspections, and the payment of road fees.

It is planned that this year, a total of 17 new average speed control sections will start operating on state roads.

By May, the remaining three sections are expected to be connected — on the Riga bypass road Salaspils–Babite (A5) from the Misa Canal to the "Virši" gas station (5.9 kilometers), on the Tinuzi–Koknese road (P80) from the two-level interchange with the Augšlīgatne–Skrīveri road (P32) to the roundabout at Koknese (19.2 kilometers), as well as on the Talsi Highway (P128) from Ragaciems to Klapkalnciems (5.8 kilometers).

According to the results of the open competition, the equipment for the 17 sections is being installed by LLC "Reck", with a contract amount of 1,990,379 euros including VAT. This includes the supply, installation, and maintenance of the equipment and system for five years. The work is financed by the Latvian Bureau of Motor Vehicle Insurers, which is allocated by the Road Safety Council.

Previously, 16 average speed control sections were already in operation in Latvia, selected based on traffic accident statistics over the past three years, overall traffic intensity, the share of freight transport, and traffic organization, including overtaking bans, as reported by "Latvijas valsts ceļi".

Average speed control is one of the tools for improving road safety, the company noted, adding that accident statistics on these 16 sections show a decrease in the number of accidents, including serious ones.

The average speed control system is an automatic solution for monitoring traffic, which determines the average speed of a vehicle on a specific section of the road based on the time taken to pass through it. Equipment installed at the beginning and end of the controlled section records the entry and exit times of the vehicle, based on which its average speed is calculated.

According to Firmas.lv, "Reck" had a turnover of 29.651 million euros and a profit of 1.218 million euros in 2024. The company was registered in 2000, with a share capital of 7,100 euros. 40% of "Reck"'s capital belongs to LLC "Topos L" (sole owner — Janis Kols), 35% to JSC "A.C.B.", and 25% to LLC "GK2V In" (sole owner — Viesturs Kagis).

The state-owned enterprise "Latvijas valsts ceļi" was established in late 2004 and is owned by the state. The company manages the network of state roads, administers funding for the road network, and organizes procurement for state needs. It oversees more than 20,000 kilometers of state roads.
