Facebook user Smaida Lieguma reported that she achieved the initiation of a criminal case against Antra Gutmane, who called for shooting and blowing up Russian speakers, starting with Rezekne and Daugavpils.
Let us remind you that a certain Antra Gutmane, originally from Valmiera, made her scandalous comment on Facebook back in the summer of 2025. It was made on the page of the de-Russifier Liana Langa, who published "8 commandments of Latvianization of Riga" the day before the municipal elections in Latvia. These commandments ignited Gutmane so much that she wrote: "I think Latvians should act like Ukrainians… just shoot and blow up Russian speakers… so… start with Daugavpils, Rezekne…".
The comment is a classic example of "hate speech," clearly violating the Criminal Code of the Republic of Latvia, as human rights defenders discovered. They filed a complaint with the State Security Service, attaching a screenshot. Apparently sensing the implications, the author of the comment quickly deleted it, although, as is known, internet archives are such that nothing disappears without a trace.
It would seem — what an undeniable reason to initiate a criminal case. A call to kill local Russians — is there really a need to search long for the elements of a crime? However, over time, the complaint and the attached materials were transferred to the Jurmala police, who found nothing criminal in them.
This caught the attention of Smaida Lieguma – and she challenged the police's decision in the prosecutor's office. As a result, the Riga district prosecutor's office recognized the police's refusal as unfounded and overturned it, finding grounds to initiate a criminal process under the first part of Article 78 of the Criminal Code of Latvia. "Many tried, but only I succeeded," Lieguma triumphantly announced on social media.
What will happen next? Well, that's a mystery. It is no secret that stories of inciting hatred against Russian speakers here are usually brushed aside. Neither the comparison of Russians to lice, nor the words "Russian scum," nor the phrase "I hated Russians before it became cool" were considered incitement to national hatred by the police, the prosecutor's office, or ethical councils.
So even the overflowing call to blow up Russian speakers in Daugavpils and Rezekne may be regarded by the Jurmala police (to whom the materials for pre-trial investigation were again sent) as merely an expression of someone's dream. After all, the prosecutor's office overturned the decision to refuse to initiate a criminal case back in July 2025, but since then, nothing has been heard about it.
