A Ban on the Consumption of Dog Meat Officially Introduced in South Korea

The National Assembly of the Republic of Korea has approved a law banning the breeding, slaughter of dogs, as well as the sale and consumption of their meat.

The new law banning the consumption of dog meat prohibits the breeding and slaughter of these animals for food purposes, as well as the processing of dog meat. Now, killing a dog for food is punishable by imprisonment for up to 3 years or a fine of up to 30 million won. Breeding meat breeds of dogs and selling their meat carries a penalty of up to 2 years in prison or a fine of 20 million won.

All producers, processors, and distributors of dog meat, as well as restaurants that include this meat in their menus, are required to notify local regulatory authorities of their activities. If they provide information in a timely manner, they may receive assistance in closing their facilities, redirecting production, or in the form of grants and payments.

It is reported that there will be a transitional period of three years (until 2027) during which penalties will not be applied.

This law, which has already been described as historic, was unanimously passed by the National Assembly. It will officially come into effect after approval by the State Council and signing by the President of South Korea, Yoon Suk-yeol. However, this step is seen as a formality, as the ban on the consumption of dog meat is de facto the official position of the ruling Democratic Party. According to reports, First Lady Kim Keon-hee, during a state visit to the Netherlands in December 2023, called for the passage of the bill, stating, “The ban on eating dogs is the president’s promise!”
