A photographed driver's license, possibly obtained abroad, is not an official document.
It is now clear to one man who was driving a friend to work while intoxicated at over one permille, as reported by the show Degpunktā (TV3). The man now has to prove to the law enforcement that he had a license, as driving without a license and under the influence of alcohol at less than 1.5 permille is subject to criminal liability.
The police patrol noticed two suspicious individuals in a village, and then the same car was seen moving. The car had Finnish registration plates and was driving unsteadily, so the police decided to stop it. The driver explained that he did not have a driver's license issued in Latvia, but he had a license issued in the United Kingdom.
The police pointed out that it is necessary to have the license obtained abroad with him, but the driver only had a photo of it. "I traveled around Europe, showing photos," he explained. The police politely noted that the photo could not be verified as it lacked identifying features, and therefore could not be considered a document.
The driver was only able to present documents for the payment of the vehicle operation tax, as he is registered in Latvia but uses a car registered abroad. The law enforcement pointed out that he was essentially driving a vehicle without a valid license.
The final step was to check whether the driver was under the influence of alcohol. At first, he did not want to undergo the test, however, upon hearing that he would have to wait for the State Police, he agreed. As a result, he was found to be intoxicated.
"You are under arrest. Driving without a license while intoxicated is a criminal offense."
The man was detained until the arrival of the State Police. Currently, in cooperation with foreign colleagues, it is still being investigated what exactly is happening with his driver's license — whether it is valid or not.
"A criminal process has been initiated regarding the possible driving under the influence without a driver's license. A pre-trial investigation is currently underway," confirmed State Police representative Liga Dziluma.
