The state of law and order has deteriorated in two-thirds of European Union (EU) countries — this conclusion was reached by the authors of the new Rule of Law Index by the World Justice Project, in which Latvia ranked 21st.

Of the 27 EU countries, Slovakia and Hungary experienced the sharpest decline in indicators, while Bulgaria and Hungary are at the lowest positions among the union countries.

Meanwhile, eight other EU countries made it into the top ten ranking, and, as in the previous year, Denmark occupies the top spot.

The top ten consists of: Denmark, Norway, Finland, Sweden, New Zealand, Germany, Luxembourg, Ireland, the Netherlands, and Estonia.

Lithuania is ranked 18th.

The most notable improvement in indicators was recorded for Ireland and Poland.

The World Justice Project's Rule of Law Index for 2025 assessed 143 countries and jurisdictions worldwide. For the eighth consecutive year, most countries have seen a deterioration in rule of law indicators.
