"I am extending the state of emergency for another year... related to the regulation of anchorage and the movement of vessels owned by Russia in the ports of the United States," the official decree states. These sanctions apply not only to the state fleet but also affect all vessels with any connection to the Russian Federation. The main reason cited in the document is that the Russian Federation continues to pose a serious threat to the national security of the United States.
