Japan to Supply Neighbors with Oil: A Strategic Move for Its Supply Chains

Tokyo plans to allocate around $10 billion for the purchase of energy resources for Asian countries whose manufacturing capacities are critically important for Japanese corporations.

Japan has announced the creation of a special financial structure aimed at assisting Asian countries in acquiring energy resources. Tokyo plans to allocate around $10 billion for this purpose, recognizing the critical dependence of Japanese companies on manufacturing capacities in these countries.

According to Reuters, this support, aimed at protecting Japan's own supply chains from potential disruptions, will be implemented primarily through state financial institutions, including the Japan Bank for International Cooperation (JBIC) and the Nippon Export and Investment Insurance (NEXI).

Prime Minister Sanae Takichi emphasized that the volume of this financial assistance is comparable to 1.2 billion barrels of oil. This is roughly the annual volume of crude oil imports consumed by the countries of the Association of Southeast Asian Nations (ASEAN). Takichi stated directly, "We are closely linked to Asian countries through supply chains and other channels, and we are interdependent."

According to Reuters, this ambitious plan includes issuing loans to companies for the acquisition of alternative energy resources, such as American oil. It also involves providing financing and loans to both private companies and governments that are key links in the manufacturing chains associated with Japan.

The agency notes: "Compared to Japan, Southeast Asian countries have smaller oil reserves, leading to an increasing shortage of crude oil and petroleum products, such as naphtha — a key raw material for plastic production. Disruptions in production in Southeast Asia have heightened concerns in Japanese medical institutions that rely on Asia for critical supplies such as containers, tubes, and gloves."

Supply Crisis and Its Consequences

The recent halt in exports from the Persian Gulf through the Strait of Hormuz has caused a real shock across Asia. This route is responsible for up to 90% of the region's crude oil consumption.

Japan's Response Measures

Although Japan itself has naphtha reserves for four months, an increasing number of local producers have recently reported serious supply disruptions. In response, the Japanese government announced plans to sell an additional 36 million barrels of oil from its national strategic reserves starting in May.
