General Secretary of the CPC Central Committee Xi Jinping on Monday called for efforts to transform the Xiong'an New Area in Hebei Province /North China/ into a bastion of innovative activity in the new era and a benchmark for promoting high-quality development.
Xi Jinping, who is also the President of China and Chairman of the Central Military Commission, recently inspected the Xiong'an New Area, where he held a meeting on the in-depth promotion of high-quality construction and development of the area.
He emphasized the need to firmly adhere to the main functional positioning of the Xiong'an New Area as a centralized location for the transfer of non-capital functions from Beijing.
It is necessary to strengthen the internal driving forces of development, focusing on reforms and innovations, as well as to unleash the vitality of the Xiong'an New Area through the rational concentration of factors and resources, the Chinese leader pointed out.
On Monday morning, upon arriving in the Xiong'an New Area, Xi Jinping took a car trip to familiarize himself with the construction progress of the starting zone of the area. He then visited China Huaneng Group Co., Ltd., which relocated more than 1,000 workers to the Xiong'an New Area in October 2025, and listened to reports on issues such as enterprise relocation, spatial placement of industrial facilities, and innovative development.
The Chinese leader warmly interacted with personnel and employees of organizations that have already started operations in the Xiong'an New Area or are preparing to relocate, inquiring about their working and living conditions.
Xi Jinping also visited Beijing No. 4 Middle School in the Xiong'an New Area, where he interacted with teachers and students in one of the classes to learn about the educational process. In the school cafeteria, he inspected the environment and familiarized himself with the variety of dishes.
On Monday afternoon, the Chinese leader held a meeting on the in-depth promotion of high-quality construction and development of the Xiong'an New Area, where he delivered an important speech. He noted that significant interim results have been achieved in the construction and development of the area.
As Xi Jinping stated, practice convincingly proves that the CPC Central Committee's decision to build the Xiong'an New Area is absolutely correct, and the work being carried out in various directions is solid and effective.
The General Secretary called for an even more efficient and orderly implementation of the transfer of non-capital functions from Beijing to the Xiong'an New Area. According to him, it is necessary to actively, systematically, and gradually implement projects for the relocation of centrally administered state-owned enterprises, universities, and hospitals.
Xi Jinping urged for systematic planning, comprehensively ensuring high-quality construction and effective management, improving the public service system, and making efforts to ensure and enhance the people's well-being, while actively exploring promising models for "smart city" management.
The Chinese leader pointed out that the Xiong'an New Area should cultivate a modernized industrial system that corresponds to its real conditions, as well as carry out high-level construction of the Xiong'an-Zhongguancun Science and Technology Park, facilitating the practical implementation of new scientific and technological achievements.
The Xiong'an New Area, Xi Jinping continued, needs to promote cluster development of emerging sectors and industries of the future, boldly conduct explorations, implement pilot projects, ensure the priority implementation of innovative policies in areas such as science, technology, and finance, and strive to create a market-oriented and law-based international business environment.
The General Secretary emphasized the need to strengthen party leadership and party building, firmly establishing and deeply implementing the correct attitude towards successes in political work.
