The European Union's (EU) migration policy needs to be revised to more clearly distinguish between military refugees and economic migrants, Prime Minister Evika Silina said on Wednesday after a meeting with President Edgars Rinkēvičs.

She noted that the EU's migration policy does not correspond to the current security situation and hybrid threats, so it is necessary to distinguish between military refugees and economic migrants, who cannot be unequivocally regarded as persons seeking asylum.

Silina emphasized that currently the EU's policy on migration and the return of migrants is not sufficiently effective, which is why in May Latvia and eight other EU countries appealed to the European Commission to expedite the resolution of migration issues.

"Latvia faces hybrid threats at its borders, but such topics are currently not raised in Europe, either in documents or in the UN Refugee Convention," Silina said.

Today, the Prime Minister will attend a meeting of the European Council, during which the countries that signed the initiative will meet to discuss possible changes to international documents. Silina noted that more than 50 years have passed since the UN Refugee Convention came into force, and since then the understanding of who should receive assistance first has changed.

"People who are seeking better career and life opportunities for economic reasons cannot be considered asylum seekers," the Prime Minister said, emphasizing that assistance should primarily be provided to those fleeing from war, as Latvia does by supporting the residents of Ukraine.
