Президент Латвии - Эдгар Ринкевич

It is the head of state who has the exclusive right to nominate a candidate for the post of prime minister.

So, after the resignation of Evika Silina, the president enters the game, who is granted the exclusive right by the Constitution to nominate a candidate for prime minister. Edgars Rinkēvičs has already indicated that since there are just over 4 months until the elections, he will not delay in nominating a candidate for prime minister. However, politicians have not even attempted to ease his task: today, only three right-wing political forces - the National Alliance, the Union of Greens and Farmers, and the United List - agreed on the possible formation of a government. But these political forces 'control' only 42-43 deputies in the Saeima, while at least 51 are needed... Thus, they do not have the necessary majority. Moreover, these three forces have not agreed on a single candidate for prime minister. Consultations with the president regarding the current political situation are scheduled for tomorrow. It is likely that tomorrow the president, after listening to the leaders of all parliamentary factions, will take a pause and urge politicians to try, for example, to form a majority coalition by next Friday and determine who they would like to see as a candidate for prime minister. If an agreement cannot be reached, then Rinkēvičs will start 'trying on his own' and will initially nominate, for example, the leader of the largest faction after 'New Unity' - namely the Union of Greens and Farmers, which has 16 mandates in the Saeima, and two more deputies support the Union - Oleg Burov and Andris Celapiters. Perhaps independent deputy Igor Raev will also be ready to support the new government. In this case, the president will likely first assign Viktor Valainis from the Union of Greens and Farmers to form the government. If, say, he fails to secure the support of the majority of the Saeima within a week, the next candidate will be nominated - for example, a representative of the United List...

One way or another, this 'core' of the coalition will have to look for a fourth partner. This could be 'New Unity' or part of it. Another option, which the National Alliance opposes, is to involve 'Latvia First' at the negotiating table. In any case, a quick formation of a new government does not seem to be on the horizon.
