Project Disruption: The Development of the Electoral System is Urgently Transferred to State Companies

The Cabinet of Ministers at a crisis management meeting on Tuesday decided to transfer the development of the electoral system to state-owned enterprises "Latvijas mobilais telefons" (LMT), "Tet," and "Latvijas valsts meži" (LVM), either partially or fully.

The Ministry of Smart Governance and Regional Development (MSGRD) has terminated the contract with the developer of the electoral platform "RIX Technologies" and instead proposed to transfer the development of the electoral system to LMT, "Tet," and LVM.

As previously reported to the LETA agency by the advisor to the Minister of Smart Governance and Regional Development, Sabine Spurke, such changes are proposed "to ensure the undeniable legitimacy of the elections to the Saeima and to avoid potential reputational risks."

The MSGRD suggests these enterprises as contractors because "the state is involved in their management, they have implemented significant projects in the field of public IT infrastructure, and they employ highly qualified specialists."

Contracts for software development will be concluded in accordance with the provision of the public procurement law regarding the exclusion of the procurement procedure.

The contracts are expected to adhere to the deadlines previously established by the Central Election Commission (CEC).

The ministry reports that the contract with the developer of the electoral platform "RIX Technologies" has been terminated because this company has not yet fulfilled its obligations arising from the technical assignment.

The Minister of Economy, Viktor Valainis, stated that this concerns the fundamental principles of democracy and the safe and successful conduct of elections to the Saeima, therefore mistakes in this process are unacceptable.
