In Carnikava, in the yard of one of the houses filled with scrap metal, a dog has been living alone for a long time. Its owner feeds it and cleans up after the animal, but does not live with it.
Neighbors have been trying for several years in various ways, so to speak, to keep the dog company, as well as complaining to the authorities, but the situation remains unchanged, reports the show Degpunktā (TV3).
Many residents of the area know this dog. The animal lives in a territory cluttered with various items and is there alone. Neighbors have taken a liking to the dog and once noticed that it was stuck among the scrap metal in the yard. To avoid entering someone else's territory themselves, they called a municipal police crew.
The police freed the dog from the trap, and fortunately, its paws were fine. Contact was established with the landowner, who promised to come and check on the animal.
"Various types of waste have accumulated on the territory, possibly construction materials, metal, and others. An administrative process has been initiated for animal cruelty, as well as for non-compliance with welfare requirements, since the dog does not have a kennel. The specified address has previously come to the attention of the municipal police multiple times — there have been administrative processes for an unkempt territory and adjacent area. Work with the owner will continue," noted the chief of the municipal police of the Adazi region, Oskars Feldmanis.
Previously, neighbors had contacted law enforcement because they were concerned about the dog's condition, considering that it lives alone most of the time and in a limited area. The complainants themselves could not be found on site, but stories about what had happened earlier in the area are known.
"I feel sorry for the dog, but it doesn't bother me. The owner comes every day and feeds it. The dog is not starving and is quite picky, which means it is being fed. But it is always alone. Two years ago, neighborhood boys broke the fence, walked the dog, even took it to the groomer. But that turned out to be more bad than good — the dog howled and waited for friends who never came back," said a neighbor.
The dog's owner also arrived at the scene. He does not believe that he left the animal alone. According to him, the dog is fed and watered, and is not kept on a leash:
"I am here every day. I need to live somehow. No one from the PVS has come, from the municipality — yes. You can see for yourself that the dog is not starving. How am I supposed to keep such a dog in an apartment? I lived here when I took him in."
The Food and Veterinary Service reported that they received information from the municipal police of the Adazi region about the latest call. The conditions for keeping the animal will be reassessed. As in the past year and the year before, neighbors have already contacted the PVS, but no administrative violations or violations of animal welfare requirements were identified at the specified address.
