Who do the residents of Latvia have to present documents to, and who can be ignored? And can a photo of the document be shown instead?

I read in your newspaper a strong recommendation not to leave the vehicle registration document in the car - in case the car is stolen, one can either completely lose insurance compensation or receive it, but in a very reduced form.

In this regard, I have several questions:

  • Is it possible to drive in Latvia without having a driver's license and vehicle registration document (if they exist, but are, for example, at home)?

  • Is it sufficient to present an ID card to the police (which I always carry with me)?

  • Can a penalty be imposed if a driver cannot present the vehicle registration document and/or driver's license upon request from a police officer? And if so, what exactly is it?

  • If a driver simply takes a photo of the mentioned documents on their phone and presents the photo if necessary, will it convince the police officer that the documents do exist, just lying at home? Reader of the portal bb.lv

According to Article 25 of the Road Traffic Law (Ceļu satiksmes likums), a driver of a vehicle is required to present the following documents for inspection:

  1. A driver's license or an identity document (when moving within the territory of Latvia - for a driver of a vehicle authorized to operate a vehicle of a certain category, which is recorded either in the State Register of Vehicles and their Drivers or in the state information system of tractor equipment and its drivers);

  2. Vehicle registration documents (vehicle registration document), except for drivers of vehicles that are moving within the territory of Latvia in vehicles registered in the State Register of Vehicles and their Drivers.

For operating a vehicle without any of the aforementioned documents, except in cases mentioned in Article 25, part 1, points 1 and 2 of the Road Traffic Law, the driver may be subject to a penalty in the form of a warning or a monetary fine of up to two penalty units (10 euros).

Moreover, a photograph cannot be considered as a document proving identity - accordingly, it cannot replace an authentic document.

And one more thing - to whom documents must be presented: to police officers, border guards, municipal transport control service, the State Technical Supervision Agency, and customs officers. Documents do not need to be shown to others.
