Gennady from Vangaži has had an apartment in an apartment building on Vidzemes Street for about 30 years. He is currently doing renovations there himself, but there is no joy in updating his home — the building has had heating problems for a long time, reports Bez Tabu (TV3).
The thermometer in Gennady's apartment shows only 15 degrees Celsius. To avoid freezing, he has to dress warmly.
Gennady has repeatedly contacted the building manager, but the problem has not yet been resolved.
And he is not the only one freezing — neighbors living one floor above or below are also forced to endure the cold in their apartments.
The situation has been addressed both to the Ropaži municipality and to the management company — LLC “Vilkme”.
The municipal LLC “Vilkme”, which services the residential building at 15 Vidzemes Street in Vangaži, reports that thermal energy for heating is purchased from the thermal energy company LLC “Vangažu Sildspēks”. The temperature of the heat carrier supplied to the building is about 68 °C, which meets regulatory requirements and is considered sufficient for heating residential premises given the outside air temperature.
On January 20, 2026, the manager re-inspected Gennady's apartment. According to the inspection results, the manager ensures the supply of heat carrier at the appropriate temperature, and the low indoor air temperature is related to the overall technical condition of the building and its low energy efficiency.
The manager also points out that the building has an outdated central heating system, in which it is impossible to individually regulate the heat supply by apartments or floors. Heating is supplied centrally, without local adjustments.
Additionally, the manager inspected the apartments connected to the problematic heating riser. It was found that there had previously been renovations in the heating system, using pipes of inappropriate diameter and adapters, which caused uneven circulation of the heat carrier in the system.
Thermal measurements in individual apartments also revealed improperly installed windows, through which cold air enters the premises, significantly lowering the temperature inside.
The manager concluded that the central heating system in the building is not functioning correctly and that a reconstruction of the horizontal and vertical pipelines is necessary in the long term. The decision on this must be made by the apartment owners themselves.
For a short-term improvement of the situation, LLC “Vilkme” plans to order a new heat exchanger, which will allow for increased heat carrier flow in the system. A general meeting of apartment owners is also planned to decide on the renovation of the building or at least the reconstruction of engineering communications.
