European states are already discussing who among them will establish contact with Russia, but there is no decision yet, said the President of Finland, Alexander Stubb.

If U.S. policy towards Russia and Ukraine does not serve European interests, then Europeans should initiate direct communication with Moscow themselves, he believes. "We have discussed with European leaders who will establish contact; we do not know yet," said the Finnish head of state.
Alexander Stubb emphasized that all actions must be coordinated among European states. "Whether it will be a special envoy or a group of leaders, we will see," he added, as quoted by Deutsche Welle.
