When will the fence on the Latvia-Russia border be ready?

The construction of the dividing fence along the Latvia-Russia border is nearing completion. It is planned to be fully completed by the end of 2025, reports the state-owned JSC “Valsts nekustamie īpašumi” (VNĪ), under whose guidance the construction is taking place, according to TV3.

The total length of the Latvia-Russia border is 283.6 km. At the end of last year, under the guidance of VNĪ, the construction of priority sections of the fence was completed — about 250 km, including the previously built 99 km by the company SIA “Igate”.

Work has also begun on the construction of the fence in marshy and hard-to-reach areas — approximately 28.35 km. Pontoon roads with a total length of 15 km have been built, and deficiencies in previously constructed infrastructure facilities that have already been put into operation have been eliminated.

It is planned that by the end of this year, all defects and shortcomings in the already constructed fence will be rectified.

According to the priorities of the State Border Guard and the government’s decision, VNĪ has started the final stage — the construction of the necessary infrastructure for security. In total, it will be built along a section approximately 41.26 km long.

A total of nine contracts have been signed with three construction companies: JSC “Latvijas autoceļu uzturētājs”, the consortium “Ramda C-MIKOR”, and SIA “Citrus Solutions”. All contracts were awarded following an open competition for a total amount of 17.9 million euros including VAT.

The companies will build patrol paths, of which 2.9 km will run through particularly wet and marshy areas along Lake Peiteļa. To ensure the passability of the area, a pontoon patrol path will be constructed.

The work also includes the construction of a tower and access road at Lake Zilazers, the establishment of a boat and vessel launch point with a pontoon pier at Lake Peiteļa, as well as a railway crossing and access road at the Opoli border guard station.

Design work is planned to be completed by spring 2026, and construction work by the end of next year. Individual sections, approximately 12 km long, will be built until the end of 2027.

Currently, design work is underway on nine sections: technical solutions are being clarified, approvals are being coordinated with involved institutions, and necessary documents are being prepared for the start of construction.

At the Latvia-Belarus border, the construction of a security barrier along the external land border, nearly 145 km long, was completed in July 2024. Currently, under the guidance of VNĪ, final works on the construction of infrastructure along the Daugava, where a fence is not planned, are ongoing. These works are expected to be completed by spring 2026. The construction of bypass roads at Lake Riču has been completed, and their gradual commissioning has begun.

In parallel, the construction and implementation of technological infrastructure, provided by the Latvian State Radio and Television Center (LVRTC), is actively ongoing. It is planned that the equipping of the entire external land border with technological infrastructure will be completed by the end of 2026.

Additionally, under the guidance of VNĪ and with the support of the EU Cohesion Fund, design work is being carried out to improve the infrastructure of the border checkpoints “Grebnevo”, “Terekhovo”, and “Paternieki”, the working conditions of border guards, and the throughput capacity.
