RNP scares: from January 1, Riga's multi-story buildings face disconnection from heating and sewage

“Our multi-apartment building refused the services of the Riga House Management (RNP) during the September survey, but has not yet taken over the affairs. And here is the message we received from RNP:

“Dear apartment owners of the residential building! SIA “Rīgas namu pārvaldniks” conducted a procedure for the apartment owners in your building to decide whether to entrust the management of your building to our company in the future. Unfortunately, the majority of apartment owners voted 'against'. We sincerely regret this, however, as a responsible and conscientious manager, we would like to inform you about the decisions that need to be made after this.

What to do next? To ensure the continuity of management and maintenance in your building, apartment owners should make one of the following decisions:

  1. Cooperation with SIA “Rīgas namu pārvaldnieks”.

  2. Another management decision.

We ask you to inform us of your chosen management decision as soon as possible, considering that the new management model will come into effect on January 1, 2026. If the apartment owners of your building do not timely choose any of the proposed solutions, from January 1, 2026, we will no longer be able to manage. This may lead to disruptions in the provision of utility services and other vital services for the building!”

Does this mean that from January 1, those residential buildings that refused the services of RNP but did not take over the affairs related to the buildings will be left without utility services? Reader bb.lv.”

Inita Kabanova, Head of Public Relations and Marketing Department SIA “Rīgas namu pārvaldnieks”:

– Indeed, we send such letters to apartment owners of buildings that voted against signing a contract with RNP. Co-owners of buildings that voted against signing a contract with RNP need to choose one of three options:

(1) create a society (partnership) and manage the building independently,

(2) sign a contract with another management company,

(3) if the apartment owners do change their decision and express a desire to continue cooperation with RNP, we will help organize negotiations and conclude a contract with RNP.

It is important to note that the contract we proposed will be changed soon, taking into account the recommendations of the Consumer Rights Protection Center (PTAC). For those buildings where surveys have already been conducted, the amended and more favorable for consumers contract will come into effect automatically (i.e., there will be no need to vote again). For those apartment owners who voted against but have not yet made a final choice, we will offer to vote again — already on the new draft contract.

Currently, the law stipulates that if apartment owners in Riga and other regions of Latvia voted against signing a contract with the municipal enterprise, then the municipal enterprise has no right to provide services to these buildings from January 1.

To prevent the possibility of the building being left without services, we, RNP, have appealed to the Saeima to clarify the law. And although discussions in various formats are still ongoing, the Saeima has made no changes. This means that currently, the most reliable option for residents of multi-apartment buildings is to choose one of the three options (see above). We, for our part, are ready to assist and advise.
