The Consumer Rights Protection Center (PTAC) reports a ban for tourist companies to organize, offer, and advertise tourist services with Russia as the final destination.
It is prohibited to provide services directly related to tourist activities in Russia:

services of travel agencies and tour operators, including services provided for passenger travel needs, as well as similar services;

consultations and travel planning;
-
services related to trip organization, accommodation, transportation of passengers and luggage;

ticketing services;
-
services of tourist guides;
-
advertising services related to the aforementioned activities.
The main risks that travelers should consider:

there is a likelihood of unjustified detention or encountering legal issues;

limited opportunities for consular assistance;
-
lack of legal protection and disproportionately severe penalties;
-
due to legal uncertainty, Latvia's ability to assist its citizens will be extremely limited;
-
repatriation of tourists will be complicated or even impossible;
-
risk of recruitment for the purpose of obtaining intelligence information about Latvia.
PTAC urges residents not to purchase tourist services aimed at Russia and Belarus!
