– The cost of notary services is regulated by a special law “On the Tariffs for Notary Services.” As for copies made on a color printer, the law does not prohibit this, but, as practice shows, it is better to make copies on a black-and-white printer.
This is related to security: today, very high-quality printers are available, and sometimes it is impossible to distinguish between a copy and an original. In certain situations, this can lead to confusion, mislead, and even be used for fraud. As for the cost, such actions can only minimally influence it.
However, in my practice, I never allow such “self-service,” and if a copy needs to be certified, I copy everything myself. There are different situations; for example, a person—whether intentionally or not—might fail to copy something or mix something up—let's say, they copied part of one contract's pages and part of another... Anything can happen.
When an error (or even forgery!) is discovered, it is necessary to go to court, wasting nerves, time, and money. Therefore, it is better not to skimp on this small detail (against the backdrop of overall expenses) and give the notary the opportunity to make a copy and certify it personally.
