Over the course of a year, out of 200,000 residence declarations, about 400 people declared without a legal basis, writes Diena.
To reduce this practice, a control system will be implemented that will automatically check whether a person's declaration has been annulled in the last three years due to its illegality. If such a fact is discovered, the electronic service will inform the person that they can only submit a declaration in person, presenting documents that confirm the existence of a legal basis, said Vilnis Vitolins, Deputy State Secretary of the Ministry of the Interior, at a meeting of the Saeima's Commission on State Administration and Local Governments.
He dispelled concerns that in the future, those wishing to declare will have to do so in person, as was the case in Soviet times when everyone had to do it at the housing office. Those without violations can declare electronically, as usual. However, individuals who have committed an offense, even if they wish to declare on their owned property, will not be able to do so remotely. They will be on the blacklist for three years, and this period will serve as both a preventive and motivating measure to encourage good behavior. Vitolins reminded that declarations can only be made at one place of residence.
The amendments also provide that the property owner will receive information about individuals declared at their property to their official email. This will allow them to respond promptly in case of discovering an illegal "tenant" and report them within one day.
