Why haven’t mosquitoes learned to bite without causing itching?

Some of them have already mastered this skill.

Itching occurs as a result of the immune system's reaction to foreign proteins that enter the bloodstream through the mosquito's saliva. However, this reaction typically manifests only a few minutes after the bite, when the insect has already fed and flown away. Nevertheless, the bite itself can be felt immediately.

In this case, mosquitoes are not at significant risk, as they most often attack animals that cannot swat them away, rather than humans. However, there are already mosquitoes capable of biting completely painlessly.
