In Liepaja, the police have initiated an administrative process against a woman who, in a state of severe alcohol intoxication, was unable to provide care for her young son. The inspection also revealed unsanitary conditions in the apartment where the child lived.
State police officers in Liepaja uncovered serious violations in the care of a child and placed the boy in a safe environment.
The intervention was prompted by a report received by the police late in the evening on June 10. Callers reported that a woman in a state of intoxication was unable to care for her child in an apartment near the train station.
Upon arrival, the police found the woman showing signs of severe alcohol intoxication. A check revealed a blood alcohol level of 2.77 promille.
According to the police, the woman answered questions in a confused manner, at times incoherently, and was unable to even name her own child's birth date.
During the investigation, it was revealed that the woman had arrived at the apartment of acquaintances on the evening of June 9 and had effectively been absent from home for almost two days.
During this time, her young son had remained without his mother's supervision. As established by the police, the child had not seen his mother for almost two days, and communication with him was maintained only by phone. Later, a friend of the woman independently contacted the boy and brought him to his mother.
The woman claimed that the child was provided with necessary care, as he was fed dumplings after her arrival. However, further checks raised additional questions for the police.
Although no visible bodily injuries were found on the child, police officers noted that the boy appeared too thin for his age and height, and also had a very pale appearance. After this, it was decided to place the child in a safe environment.
The police then checked the family's living conditions in the Tosmare neighborhood. According to the police, the apartment was in extremely unsatisfactory condition.
Cockroaches and other insects were found in the premises, on the walls, furniture, floor, and even inside the refrigerator. Additionally, a large number of empty alcohol bottles were present, and a strong smell of tobacco smoke was noticeable.
Particularly alarming was the fact that, according to the police, the refrigerator contained only alcoholic beverages.
Such cases are considered by law enforcement as a potential threat to the child's well-being and may lead to intervention by social services. An administrative process has been initiated against the woman for failing to fulfill her duties in caring for the child.
The materials of the case have been forwarded to the Administrative Commission of the Liepaja Municipality, which is to decide on further punishment for the mother.
