Tore and Ripped the Flag: Suspect Detained in Daugavpils 0

On March 17 of this year, officials from the South Latgale division of the Latgale regional administration of the State Police received information that the Ukrainian flag attached to the doors of one of the enterprises in Daugavpils had been torn down. Law enforcement identified a possible perpetrator and on April 23 of this year detained a man born in 2003. A criminal process has been initiated by the State Police, and the investigation is ongoing.

On March 17, at around 7:55 AM, an employee of one of the enterprises in Daugavpils discovered that the state flag of Ukraine had been torn and ripped. It is known that the flag was installed at the entrance door of the enterprise next to the state flag of Latvia. Information about this incident was passed on to the State Police officers.

Officers from the South Latgale division of the Latgale regional administration of the State Police initiated a criminal process under the first part of Article 78 of the Criminal Law — for actions aimed at inciting national, ethnic, racial, or religious hatred or enmity. This is punishable by imprisonment for up to three years, or a short-term imprisonment, or probation supervision, or community service, or a monetary fine.

During the investigation, law enforcement identified a possible perpetrator and on April 23, 2026, detained a man born in 2003 on suspicion of committing the crime, placing him in a temporary detention facility.

The investigation within the initiated criminal process is ongoing, and the possible motive for the crime is being established.

The State Police reminds that no person is considered guilty until their guilt in committing a crime is proven in accordance with the law.
