From October 2024 to September 2025, construction of 81,020 housing units has begun in Israel, which is 31.5% more than in the previous 12 months (from October 2023 to September 2024). This data was published on Thursday, December 18, by the Central Bureau of Statistics, noting that approximately a quarter of new construction projects are located in the center of the country (24.7%).
On the site of demolished old houses, 17,570 apartments are being built, half of which (53.3%) are in Tel Aviv, and about a quarter (24.1%) are in the Central District.
In terms of the number of projects started in the last 12 months, Tel Aviv, Jerusalem, Petah Tikva, Ofakim, and Ramat Gan lead the way. From October 2024 to September 2025, about 81,560 building permits were issued, which is 10.9% more compared to the previous 12 months. Of the total number of apartments for which permits were issued, 25.3% were in the Central District, 22.8% in the Tel Aviv area, and 16.6% in the Southern District.
As for apartments under active construction, by the end of September 2025, their number reached 203,310 - the highest figure in recent years. Among the reasons: the increase in construction time, which causes many apartments to remain under active construction for longer. About half of all such apartments are located in Tel Aviv and the Central District (25.3% and 24%, respectively).
In Israel, the majority of construction is residential: over 12 months, from October 2024 to September 2025, the area of started construction works amounted to 19.7 million square meters. 76% of this was intended for residential construction, while 24% was for non-residential.
