Largest Data Leak from State Registers in Lithuania: Military Personnel, Diplomats, and Migrants at Risk

Lithuania is investigating a massive cyberattack on state registers, resulting in criminals gaining access to over 600,000 records. Among the potentially compromised data are details about intelligence officers, military personnel, politicians, and refugees, including Russian relocants.

Lithuanian authorities reported a massive data leak from state registers. As reported by the portal 15min, criminals stole more than 600,000 records using accounts from the Migration Department of the Ministry of the Interior of Lithuania.

Data of intelligence officers, military personnel, diplomats, politicians, as well as migrants and refugees, including citizens of Russia and Belarus who applied for asylum or residence permits, are at risk.

The Register Center clarified that the leak mainly concerns extracts from the real estate register. Among the leaked information are names, surnames, personal codes, information about real estate objects, and property rights. However, according to the agency, banking data and payment information were not disclosed.

The Prosecutor General's Office of Lithuania has launched an investigation, classifying the incident as a cyberattack. Following the scandal, the head of the Register Center, Adrijus Jusas, resigned.

Parliament member Laurynas Kasčiūnas stated that the attack is "almost certainly" linked to the Russian GRU, although the investigation has not officially charged Russia yet.

After the incident, authorities blocked suspicious accounts and introduced additional cybersecurity measures, including mandatory data updates for system users.

As noted by the Associated Press, Lithuania has regularly faced hybrid threats in recent years — from cyberattacks to sabotage and information operations. In April 2026, the country reported an investigation into a case of planned political assassinations in Vilnius, involving citizens from several states.

The investigation into one of the largest data leaks in Lithuania's history is ongoing. Authorities are strengthening the protection of digital infrastructure, and the incident has reignited discussions about cybersecurity and hybrid threats in the Baltic states.
