The Vilnius District Court on Thursday found former Commander of the Lithuanian Army Valdemaras Rupšys guilty of fraud, abuse of power, and forgery of documents, imposing a fine of 20,000 euros.

A general fine of 15,000 euros has been imposed on the former Deputy Chief of the Military Medical Service, Šarūnas Ratkus, who is also involved in this case.

In addition, the court prohibited Rupšys and Ratkus from holding elected or appointed positions in state and municipal institutions or enterprises for five years.

The case against Rupšys was initiated due to the payment for the installation of two dental implants at the expense of the army.

"The court established that the accused Rupšys lost his teeth not as a result of a sudden injury during service, but due to a chronic illness. Since the loss of teeth is not related to service, there were no grounds for covering the costs of their implantation and prosthetics at the state's expense," explained Judge Ugnė Gaižutytė, outlining the reasons for the verdict.

According to the judge, both defendants were aware of the lack of grounds for the payment of implants from state funds, yet they forged documents so that Rupšys would not have to pay from his own funds.

"Although the material damage is small and does not reach 4,000 euros, the court recognized that significant non-material damage was inflicted on the Lithuanian army and the state, as both individuals held extremely high positions in the armed forces. At that time, Rupšys was one of the highest officials in the state," noted Judge Gaižutytė.
