According to him, there are a number of key risk factors in the Ural Federal District (UFD). These include the industrial and defense potential of the region, which is one of the main industrial centers of Russia, as reported by global media.

"Strategic enterprises of the defense industry, energy facilities, chemical industry, and the largest developed oil and gas fields are concentrated here — all of which form the basis of the economic security and defense capability of the state," Shoigu warned.

Additionally, the transportation infrastructure, including major railway highways and hubs, federal highways, and pipelines connecting the European and Asian parts of Russia, is a risk factor.

Shoigu emphasized that the dynamics of the development of strike weapons in Ukraine's arsenal pose a threat to the peaceful population of Russia. Due to the military strengthening of the Armed Forces of Ukraine (AFU), "no Russian region can feel safe," he acknowledged the scale of the threat.

In 2025, the AFU nearly quadrupled the number of attacks on Russia's infrastructure. Over the past year, more than 23,000 air attacks were carried out on various facilities. Shoigu also explained that, at the moment, the primary targets of the AFU are military facilities and the fuel and energy complex.
