Ukraine has achieved a fundamental turning point in the defensive war against Russia, said U.S. Deputy Secretary of State Levin in Gdańsk. The dynamics of the war have changed, and this is the result of cooperation between Kyiv and its partners, he pointed out.

Ukraine is gaining the upper hand on the battlefield against Russia, which continues its full-scale invasion of the neighboring country, said U.S. Deputy Secretary of State for Foreign Assistance, Humanitarian Affairs, and Religious Freedom Jeremy Levin. "At this moment, Ukraine is winning the war," he noted on Wednesday, June 24, at a Ukrainian lunch in Gdańsk organized by the Victor Pinchuk Foundation ahead of the international conference URC-2026 on the reconstruction of Ukraine.

Ukraine is Achieving a Turning Point in the War

The Deputy Head of the State Department emphasized that Kyiv has made significant efforts to achieve a turning point in the defensive war. In his opinion, the situation on the front now shows radical differences from the balance of power at the beginning of Russia's full-scale invasion.

Previously, Ukrainians awaited winter to gain a respite in hostilities, as Russian troops slowed their attacks due to the cold, but now the situation has fundamentally changed, he noted. Ukrainian forces are on the offensive, while Russia is waiting for winter to carry out "cowardly attacks on Ukraine's energy infrastructure," Levin added.

"But even in this regard, Ukraine has now changed the dynamics. This winter, Ukraine itself attacked Russian energy infrastructure," the American politician reminded. Now Kyiv is in a leading position in the military confrontation with Russia, he stated.

Successes of the Armed Forces of Ukraine are the Result of Cooperation with Partners

According to the U.S. Deputy Secretary of State, the successes of the Armed Forces of Ukraine are the result of ongoing cooperation between Ukraine and its partners. The recent G7 summit in Évian, France, demonstrated a broad consensus among the leaders of the U.S., European countries, and Ukraine, confirming Kyiv's ability to adapt and win the war, he further noted.

Levin also suggested a review of U.S. sanctions policy regarding Russian oil and assured that the Trump administration would continue to coordinate sanction steps with Europeans. He emphasized that the U.S. will continue to support Ukraine and apply pressure on Russia.

Conference on the Reconstruction of Ukraine in Gdańsk

The URC-2026 forum dedicated to the reconstruction of Ukraine will take place on June 25-26. In addition to other heads of state and government, the participation of German Chancellor Friedrich Merz and European Commission President Ursula von der Leyen is expected.

For his part, Polish President Karol Nawrocki will not attend the conference in Gdańsk "due to the lack of an invitation," his office stated. The Ukrainian delegation is headed by Prime Minister Yulia Svyrydenko. President of Ukraine Volodymyr Zelensky will not participate in the forum due to a personal conflict with Nawrocki related to his decision to revoke the highest state award of Poland from the Ukrainian leader, as previously reported by Bb.lv.
